Kieron E. McDougall can be described as a multi-talented, result-driven, ambitious, and forward-thinking individual who is greatly admired for his mastery and ability to achieve greatness coupled with his proactive, diplomatic disposition and dynamic personality. He has committed his professional pursuits to providing support for organisational reengineering, transformation, entrepreneurial development, and facilitating human resource development in Trinidad and Tobago.
His extensive experience in organizational development, strategic planning, and entrepreneurial and human development have propelled him to become one of the most resourceful people on the island of Tobago. He has facilitated training and development at the undergraduate level for over fifteen (15) years in subject areas such as Entrepreneurship, Human Resource Management, Events Management, Organizational Behavior, Marketing, Customer Service Excellence, Supervisory Management, Leadership, Protocol and Ethics. Additionally, Mr. McDougall is also a “Super” Trainer with the Elections and Boundaries Commission of Trinidad and Tobago where he has been training Presiding Officers and Poll Clerks.
Mr. McDougall has over twenty-five (25) years of public and private sector experience and is the Lead and Executive Consultant at KEM ADVISORY SERVICES SOLUTIONS LIMITED.
Mr. McDougall has held positions at both the strategic and tactical levels in many organizations. He previously served as Vice Chairman on the Board of Directors of the Pigeon Point Heritage Park Limited and Director at the Tobago Festivals Commission Limited where he chaired the Finance and Investment and the Human Resource Development Management and Development Sub-Committees of these Board respectively. Additionally, Mr. McDougall served as a Member of the Tobago Sport Tourism Committee from 2018 to 2020.
In 2001, Mr. McDougall was part of a pioneering team that saw the establishment of the Protocol and International Relations Unit in the Office of the Chief Secretary, Tobago House of Assembly and served as the youngest Protocol Officer in the country at that time. In that same year, Mr. McDougall was a member of a FIFA Volunteering Team which successfully hosted the FIFA Under 17 World Cup Football Championships held in Trinidad and Tobago and was also the Liaison Officer for the Nigeria Football Team which placed 2nd in the tournament.
In 2006, Mr. McDougall became the youngest Technical Supervisor for Micro Entrepreneurship with YTEPP, a position he held until 2021. In this capacity, Mr. McDougall provided oversight on the curriculum development and classroom role and management by Tutors. He was very instrumental in helping and guiding trainees towards bringing their business ideas to reality.
In 2008, Mr. McDougall was also instrumental in the setting up and roll out of the ttconnect Service Centre suite of e-government services in Tobago. Mr. McDougall also conceptualized the decentralization of government services on wheels which saw the subsequent launch of the ttconnect Express.
In 2012, Mr. McDougall had some noteworthy success whilst serving as Marketing Manager at the Tobago Hospitality and Tourism Institute. His role in this position assisted the Institute in realizing an increased student intake by 60%, Hospitality Assured Recognition from the Institute of Hospitality Assured UK and Institutional Accreditation from the Accreditation Council of Trinidad and Tobago.
In 2017, Mr. McDougall was appointed Advisor to the Secretary of Tourism, Culture and Transportation, Tobago House of Assembly in February 2017. His contribution to this role saw a series of groundbreaking achievements. Apart from his extensive travels to North America and Europe to help boost Tobago Tourism Marketing efforts, Mr. McDougall has been integral in international airlift negotiations, the incorporation of the Tobago Tourism Agency Limited, the Tobago Festivals Commission Limited, and the Tobago Performing Arts Company Limited.
For his contribution in Sports Administration in the area of Basketball, Mr. McDougall was awarded the Tobago House of Assembly’s Sports Administrator of the Year Award for the consecutive years of 2014 and 2015.
His academic portfolio includes a Post Masters and Executive Master in Business Administration from the Arthur Lok Jack Global School of Business, Post Graduate Certificate in Business Administration (Project and Risk Management) from the Heriott-Watt University, Edinburgh Scotland, UK, a Bachelor of Arts Degree in Business (Hons) from the University of Sunderland, UK, a Professional Certificate in Events Management from the George Washington University, USA, an International Advanced Diploma in Administrative Management from the Institute of Administrative Management, UK an Associate in Science Degree in Computer Science from the National Institute of Higher Education, Research Science and Technology (NIHERST) and other Professional Training in Protocol, Diplomacy, Hospitality and Tourism.
